New drivers from the 10th September 2009 will have to pass the Driver CPC theory and practical tests in addition to the licence acquisition if they want to drive professionally. Once they have passed these tests they will also need to undergo ongoing periodic training to keep their Drivers CPC qualification. Once all modules have successfully been passed they will be issued with a Drivers Qualification Card (DQC).

For an existing driver they will have “acquired rights” as they already hold a vocational driving licence (C, C1, C+E, C1+E) on the legislation start date. Lorry drivers will hold acquired rights up until 9 September 2014. To keep their Driver CPC and continue driving professionally beyond this date, they will need to undertake regular periodic training. The drivers CPC requires the driver to complete a minimum of 35 hours of periodic training during every five year cycle for as long as they wish to continue driving professionally. For existing drivers, their acquired rights means that their driving licence will be accepted as proof of their Driver CPC status until they have completed their 35 hours training within the 5 year cycle at which point they will be issued with a DQC.

All lorry drivers must carry their DQC whilst driving and there will be penalties if they are found to be driving professionally without one. If a drivers DQC has been lost, damaged or stolen, they must report it to the DSA within 7 days and apply for a replacement card. Once a card has been reported lost etc, the driver will be able to drive for up to 15 days without a card while a replacement is sent to them.
